Summary:
The current project plans to build national networks of experts to engage in the development of a guide on the Council of Europe recommendations on library legislation and policies in Europe. It is also planned to organize events and training opportunities to raise awareness among politicians, administrators and professionals, and to promote the European Structural and Investment Funds.
The European Library of the 21st Century provides access to books and digital resources, but also provides local community services related to the United Nations Agenda for Sustainable Development.
The current project plans to build national networks of experts to engage in the development of a guide on the Council of Europe recommendations on library legislation and policies in Europe. It is also planned to organize events and training opportunities to raise awareness among politicians, administrators and professionals, and to promote the European Structural and Investment Funds.
Main objective of TELL is to:
I. Massively train
ca 1,500 professionals
ca 500 decision-makers
II. Sensitize around 30,000 adults on
a) new skills requested by CoE 2023 Recommendation on library legislation and policy on expression freedom, free access to information & democratic participation; sustainable development as a framework for library policies; AI; dealing with global & local threats to transform libraries into essential infrastructures for resilience;
b) ESIF awareness & implementation in libraries
Through the development of educational content (Curriculum & Skills Development Plan) and organizing Summer Schools & national events, and validating knowledge gained by a national use case, the consortium of partners will strengthen the library professionals skills to serve their communities and to promote democratic participation, SDGs understanding familiarization with AI tools, resilience to disasters and the responsible approach to European structural funds for better local governance.
As a result of partners collaboration, TELL will lead to the creation of:
- 7 national networks of experts
- 1 Mini-guide of recommendations
- 1 Roadmap regarding the development of the skills of modern librarians in support of the 2023 CoE Recommendation on libraries
- 1 Strategy on ESIF 2028-2035
- 1 Curriculum & 1 Skills Development Plan
- 2 Summer Schools
- National training events & a small-scale validation in a small region in Portugal for supporting adult education to consolidate TELL’s results
The project’s duration is 24 months, its total budget is 400 000, 00 EUR, and it is implemented with the financial support of the EU.
