The questions reflect the first four sections of the Council of Europe Recommendation:

The questionnaire was created by the TELL project – funded by the Erasmus programme and implemented in seven European countries – which aims to produce a Guide to the Council of Europe Recommendation on Library Law and Policy in Europe.
With this guide, the Global Libraries – Bulgaria Foundation and the Bulgarian Library and Information Association intend to help libraries implement in their operational practice the vision and mission expressed in the Council of Europe Recommendation, in ways that are close to the needs in our country.
