All Digital Weeks 2025: Digital Transformation with the Support of Libraries

The All Digital Weeks 2025 digital inclusion campaign is taking place in Bulgaria and 21 other countries in Europe for three weeks between 17 March and 4 April. The Global Libraries Bulgaria Foundation is once again coordinating the campaign events in Bulgaria, promoting the active role of libraries as centres of digital transformation by improving skills in their local communities.

52 events in 22 locations throughout Bulgaria

52 events have been organised by regional, municipal and community libraries in 22 locations, incorporating presentations, seminars, demonstrations and workshops. They are aimed at children of all ages, as well as seniors and a wide range of library users. The main topics relate to cybersecurity and a safe internet, disinformation and media literacy, and STEM games and programming for children. Specialized trainings to improve the digital skills of library staff are also among the planned activities. 

EDUCATED DIGITAL CITIZENS

The 2025 campaign theme is “Educated Digital Citizens”, highlighting the need for all Europeans to face the digital transformation with confidence, by being prepared with responsible and informed skills. The campaign is run in line with the objectives of the European Year of Education for Digital Citizenship 2025, an initiative of the Council of Europe.

All the events are published on the European-wide All Digital Weeks 2025 campaign event map. Through it, you can follow the events and register for a given event (if permitted by the initiative). From the map, you will also be able to follow events across Europe, many of which offer fully digital or hybrid access.

 


why is the all digital weeks campaign important for Bulgaria?

In general, the campaign aims to raise awareness about the importance of digital skills for personal and professional development. For example, according to Europass 90% of jobs require at least a basic level of digital skills, which 44% of Europeans still do not have. Addressing this digital skills gap requires targeted efforts.

In the specific case of Bulgaria over two-thirds of the population lack basic digital skills. Moreover, the share of people with above-basic skills is also lower than the EU average, as is the share of ICT specialists in the workforce. Despite recent efforts, Bulgaria remains significantly below the EU DESI average of 45.7 with a score of 32.6  (2022 report by the European Commission on the Digital Economy and Society Index, which measures EU Member States levels of digitalisation).
