The Competitiveness and Innovation Framework Programme is active for the period 2007 - 2013 with a total budget of EUR 3.6 billion.
With small and medium-sized enterprises (SMEs) as its main target, the Competitiveness and Innovation Framework Programme (CIP) supports innovation activities and is divided into three operational programmes:
The 4th ICT PSP call for proposals will be launched in January 2010 and close in June 2010. The Information and Communication Technologies Policy Support Programme (ICT-PSP) aims at stimulating a wider uptake of innovative ICT based services and the exploitation of digital content across Europe by citizens, governments and businesses.
The call for proposals is part of the Draft 2010 Work Program. EUR 30 million will be available to fund projects responding to six different objectives under the theme of Digital Libraries. Three objectives relate to Europeana - an internet portal, developed as a digital library, museum and cultural archive of Europe:

2.3. Digitizing content for Europeana
Three more objectives relate to further actions in the wider area of digital libraries:
2.4. Access to European Rights Information / Registry of Orphan Works
2.5. Open access to scientific information
2.6. Statistics on cultural heritage digitization activities
